All people can vote, yet voter ID laws disproportionately prevent people of color in poor communities from voting. Slavery is illegal, yet black men disproportionately fill jail cells and are exploited for their labor while privatized prisons profit off their incarceration (see: war on drugs, or "13th" on Netflix). I can list examples like those two all day, but the point is that people of color continue to face institutionalized, systematic racism that has legal & political backing and an entire history causing and justifying it.
